And some successes have been achieved. Women and girls have realised some significant changes in their social and economic status. Girls&amp;#039; enrolment in primary and secondary education has increased while declining fertility and improved maternal health care in some countries has reduced the rate of maternal mortality and eased the burden of unpaid work. The presence of women in public life has grown, both in politics and in the workforce. Violence against women, trafficking of women and children and women&amp;#039;s human rights have become global issues.
However, despite these advances, gender inequalities persist across all societies and in all institutions and sectors. Progress has been slower than expected and has continued to expose the asymmetries between women and men in all fields. The difficulty of opening the way for women&amp;#039;s empowerment and advancement has proved to be much more demanding than initially anticipated. The promising rhetoric of documents to promote women in development has faltered in its implementation at the global, national and non-governmental levels. Gender mainstreaming, endorsed at the Beijing World Conference on Women, has stagnated due to lack of political will and insufficient resources in the public and private development institutions. However, knowledge among practitioners and policy makers on the gender aspects of value chain interventions is still limited. 
The overall purpose of this study is to examine which gender issues are important when and where in value chains – based on findings of existing evaluations complemented by other relevant studies. The focus in this report is on development interventions that explicitly or implicitly employ a value chain approach. Coverage is not limited to interventions targeting only women, but will also include evaluations and lessons learned from more generic value chain interventions insofar as they address or reflect upon gender issues.

This paper explores how women and men are dealing with this feminisation of labour markets in the face of the widespread prevalence of male breadwinner ideologies and the apparent threat to male authority represented by women’s earnings. Responses have varied across the world but there appears to be a remarkable resistance to changes in the domestic division of unpaid work within the household and a continuing failure on the part of policymakers to provide support for women’s care responsibilities, despite the growing importance of their breadwinning roles. Many of the services previously provided on an unpaid basis are being transferred to the paid economy but most working women continue to bear a disproportionate burden of domestic responsibility. How can we get beyond stereotypes of women and men in order to truly transform oppressive gender orders? How can we re-frame our engagement with questions of masculinities and power so that new alliances can be created - bringing work on masculinities into the heart of movements for social and gender justice? These are just some of the pressing questions grappled with at an exciting symposium on &amp;#039;Politicising Masculinities&amp;#039;, held in October 2007 in Dakar, Senegal, organised by the Institute of Development Studies (IDS). This publication tries to capture some of the exciting new thinking and possibilities that emerged from conversations in Dakar. Four key areas of discussion emerged: new ways of theorising; male bodies and sexualities; shaping policies and transforming institutions; and mobilisation, activism and movement-building. Participants spoke of the need to find other ways of thinking about gender in order to better make sense of the complexity of men&amp;#039;s and women&amp;#039;s relationships and experiences. Queer theory was felt to offer useful &amp;#039;tools for thought&amp;#039;, particularly the concept of heteronormativity (the assumption that only heterosexual relations are “normal”). Other participants highlighted the need to create spaces for men and women to talk about the uncertainties they experience in relation to their bodies and sexualities, while others discussed the practical strategies needed to promote men&amp;#039;s greater mobilisation around structural inequities - such as capacity-building for men as activists. It was a unique gathering which offered a unique opportunity: to inform and inspire a greater engagement by men in the struggle for gender justice and broader social change.

The paper draws on two high profile incidences in which the State and the Churches in Uganda promoted stereotypically &amp;#039;masculine&amp;#039; models of behaviour. The first, which received substantial media coverage, involved Members of Parliament from Uganda&amp;#039;s ruling party wearing military uniforms and doing military exercises while on a retreat. The second incident involved outraged protest by the Churches at the launch of a media campaign advocating for the rights of lesbian, gay, bisexual, transgender and intersex people. While the first incident asserted the desirability of a highly militarised masculinity, the second drew attention to &amp;#039;unacceptable&amp;#039; forms of masculinity. The paper also notes that multilateral institutions and their implementing partners are often actively engaged in the construction of particular models of masculinity (often based on assumptions of heterosexuality) and the marginalisation of others. It concludes that while these various political actors are promoting particular models of masculinity for different reasons, the end result is much the same - namely a narrowing down of the range of socially and politically acceptable masculinities. De bijdragen zijn onderverdeeld in vier delen en geven een actueel beeld van de kennis die het verenigingsleven en de universiteiten in Belgi&amp;euml; over gender en ontwikkeling hebben.
&lt;/td&gt;&lt;/tr&gt;&lt;tr&gt;&lt;td align=&#039;right&#039; class=&#039;bg-grey&#039;&gt;Note de contenu : &lt;/td&gt;&lt;td&gt;In het eerste deel wordt het onderzoek inzake gender en ontwikkeling vanuit de specifieke invalshoeken kennistheoretisch benaderd.
Het tweede deel omvat zes bijdragen waarin het onderzoek wordt beschreven dat in Belgi&amp;euml; wordt gevoerd ter ondersteuning van het ontwikkelingsbeleid.
Het derde deel bevat vier teksten die ingaan op de vragen omtrent gender en migraties.
In het vierde deel worden zeven onderzoeken van jonge onderzoek(st)ers voorgesteld. Dit overzicht toont aan dat er een nieuwe generatie onderzoekers opkomt die weliswaar verschillende thema&amp;#039;s behandelen, maar onderling verbonden zijn door het thema gender en ontwikkeling.
De bijdragen behandelen allemaal eigen onderzoeksonderwerpen, maar geven samen een algeheel epistemologisch overzicht. But how these effects are felt depends, to a large extent, on their relationships with the people and institutions with whom they interact. These relationships are profoundly different for women and men.
Unemployment hits poor families hard, regardless of whether it is a man or woman who is laid off. But the chances of a family recovering from this setback is shaped by the different levels of bargaining power that women and men have in the labour market, and their different responsibilities at home. The gender inequalities and power imbalances that predate the current crisis have resulted in its additional afflictions falling disproportionately on those who are already structurally disempowered and marginalised.
Although often labelled ‘coping strategies’, the means women find to respond to crises are frequently unsustainable, and are more appropriately conceived of as ‘desperation measures’.
