The experience of piloting ALS in Central Asia has shown it to be an invaluable tool for enabling NGO staff think through key programme issues of sustainability in self-help groups. It also helps with exploring internal organisational issues such as how to strengthen management systems and accountability.

De signalen dat er grenzen zijn aan de integratiekracht van arbeid en dat er uitsluitingsrisico’s ver-bonden zijn aan de huidige sluitende aanpak, kunnen niet worden genegeerd. De Vlaamse Minister van werk, onderwijs en vorming, Frank Vandenbroucke, gaf aan het Hoger Instituut voor de Arbeid (HIVA)-K.U.Leuven de opdracht om een ge&amp;iuml;ntegreerde visie en theoretisch kader uit te werken met betrekking tot activering van maatschappelijk kwetsbare groepen, in het bijzonder mensen die in armoede leven. 
Als overkoepelend denk- en handelingskader voor deze vraagstelling opteren we voor het empowermentparadigma. Empowerment geeft een verbindend perspectief voor activering in armoedesituaties. Het kleurt het denken en handelen in praktijk en beleid op een specifieke manier in. Een focus op krachten en competenties van mensen staat hierin centraal en dit samen met een gedeelde verantwoordelijkheid tussen alle betrokkenen op diverse niveaus. Niet enkel het versterken van de mensen in armoede is aan de orde, ook praktijkwerkers, organisaties en beleid zijn in het geding. In het empowermentdiscours wordt niemand opgegeven, niemand krijgt het etiket van ‘hopeloos’, ‘onbereikbaar’, ‘onbemiddelbaar’. 
Bij het schrijven van deze conceptnota hanteren we twee fundamentele uitgangspunten die mee de opbouw en uitwerking van de conceptnota hebben bepaald. Wanneer we nadenken over activering van mensen in armoede doen we dit vanuit het ruimere kader van armoedebestrijding. Deze optie wordt mede ondersteund vanuit het empowermentparadigma met een bias in de aandacht voor maatschappelijk kwetsbare groepen, waaronder mensen in armoede. Ten tweede hanteren we als centrale focus doorheen de conceptnota het empowermentproces van de doelgroep. Een armoedebestrijdingsbeleid vanuit empowerment dat dit proces wil vormgeven en versterken zoomt in op de doelgroep. Om hun autonomie in ver-bondenheid te realiseren is de gedeelde verantwoordelijkheid van alle andere actoren hierbij wenselijk en noodzakelijk. This forum on Women’s Entrepreneurship Development is part of the implementation of the Global Jobs Pact in Africa. It is also part of the African Women In Business Initiative launched by AfDB in 2004 to promote the role of women in business and empower women entrepreneurs, in particular small and medium ones through better access to finance. The forum will offer a platform to African women entrepreneurs and various players involved in Women’s Entrepreneurship Development to discuss the challenges and opportunities to growing and supporting sustainable women-owned enterprises in Africa in the context of the current global recession and beyond.
The forum aims to attain the following objectives:
* Give high visibility to African women entrepreneurs so that their voices are heard in the debates around recovery packages.
* Give high visibility to both the Global Jobs Pact and African Development Fund’s (AFDB) African Women In Business Initiative’s response to the global economic crisis
* Enhance and promote partnership for responding to women entrepreneurs’ needs.
* Share knowledge on effective monitoring of WED impact and contribution to women economic empowerment.
* Share knowledge and good practices on WED mainstreaming in recovery packages from Africa and elsewhere.
